Recruitment firm Astbury Marsden said its research suggested that increased restrictions on bonuses, and concerns over the UK leaving the EU, were having little impact on the appeal of the capital for finance staff.
Around three out of five of the 500 City workers questioned said they would consider a move overseas, compared with four out of five a year ago.
Adam Jackson, managing director of Astbury Marsden, said the results were promising, adding: "There have been concerns that a clampdown on bonus packages - as well as the prospect of a Brexit - might start to adversely impact London's appeal, but this does not seem to be the case."
